The Russian government submitted to the state Duma a bill giving the President authority to make decisions about the participation of the Armed forces in military exercises and parades, together with the forces of other countries and on the terms of such participation, the project is available in the Duma electronic database.
“It is planned to give the President authority to make decisions about the participation of the Armed forces of the Russian Federation, other troops, military formations and bodies with the use of weapons, military equipment, ammunition and other military equipment in the military exercises, competitions (competitions, contests, games) and parade, held in conjunction with the armed forces of foreign countries”, – stated in the explanatory note to the bill.
Added that the President will also determine the conditions for participation in the ongoing on the territory of the Russian Federation, as well as outside activities.
As noted by the Cabinet, at the moment, these activities are carried out in accordance with the relevant acts of the President of the Russian Federation and the government, and they “do not have the legal right to make such decisions on the implementation of such activities.”
“The proposed rule bill is aimed at elimination of this legal gap”, – stated in the explanatory material.
