A subscriber data verification system will appear in Russia

Izvestia: the system of checking the data of subscribers of the EIS PSA will help to fight fraudsters in Russia, they plan to create a unified information system for verifying information about subscribers (EIS PSA).

As it became known to Izvestia, the relevant bill is in the plan of priorities for consideration in the autumn session of the State Duma.

As one of the authors of the bill, the head of the State Duma Committee on the Financial Market Anatoly Aksakov told the publication, the system will be state-owned. It will help fight fraudsters using unregistered SIM cards when making bank transactions or obtaining loans, he added. Aksakov stressed that the system has already been tested and has shown its effectiveness.

In accordance with the initiative, mobile operators will have to transmit to the UIS PSA information known to them (passport data and phone number). Thus, banks and other organizations will be able to verify information about citizens. This, in turn, will reduce the cases of theft of customer funds.

Earlier, the Central Bank proposed to oblige banks that sent the client’s money to a fraudulent account to return the stolen funds to the person within 30 days. The deadline for cross-border transfers is expected to be within 60 days. The regulator also wanted to oblige banks to reimburse the victim in full if financial organizations transferred money to the account of a fraudster, information about which is in the database of the Central Bank.
