The leaders of the Russian rating on the labor market over the past year were Moscow, St. Petersburg and Moscow in the end of the list Ingushetia, Tuva and Chechnya, according to a study RIA Novosti*.

Main indicators

To assess the situation on the labour market in Russian regions, the experts of the RIA Novosti has conducted research and built the rating at the end of 2021, which gives the opportunity to comprehensively assess the state of Affairs in this field. The rating is calculated based on the aggregation of key indicators of the sector and allows to determine not only the level of employment in the region, but his appeal for employment and further work.

In the calculation have been analyzed eight indicators characterizing the situation in the study area, including the level of wages, employment, working conditions, and the capacity of the labour market.

The results of the study show that the situation on the Russian labour market is heterogeneous. The value of the rating score regions ranges from 97,2 to 7.1 (possible range of values from 100 – the maximum value to 1 – the smallest possible). Accordingly, the higher the ranking score, the more favourable situation on the labour market of the Russian Federation.

Results

According to the study, regions of the leaders have largely kept their seats. The first five positions remained unchanged.

Leaders are still in Moscow and St Petersburg, where the value of the rating score exceeds 96. The third place is occupied Moscow oblast with 86.5 points. The top five also includes Khanty-Mansi Autonomous Okrug (77,6) and Tatarstan (76,9).

According to experts, the rankings are characterized by a high level of socio-economic development, low unemployment, high wages and high capacity of the labour market.

The bottom of the ranking are the regions where the score does not exceed 15. The lowest values are observed in Ingushetia (7,1), Tuva (8,6), Chechnya (12,3), Karachay-Cherkessia (13), Kabardino-Balkariya (14) and North Ossetia (14,4).

The main problems of these regions in the sphere of the labour market is continuing high unemployment and low wages.

The improvement in the market

Experts note that in almost all the regions, the situation on the labour market has improved.

By the end of 2021, increasing the value of the rating score occurred in 79 regions. While 15 of them grew by more than 5 points.

The largest increase occurred in the Novgorod region (+8), Nenets Autonomous Okrug (+8) and Khakassia Republic (+6,4).

In Novgorod oblast and Khakassia Republic decreased the ratio of tension in the labor market, unemployment has declined, the increase in the ratio of wages to the cost of a fixed set of consumer goods and services decreased the proportion of unemployed job seekers for more than three months, for a total workforce.

According to experts, the increase in the value of rating points in the NAO was also influenced by the decrease in the ratio of tension in the labor market, the decline in unemployment, decline in the share of employed in jobs with hazardous working conditions.

The value of the rating score decreased only in six regions, and everywhere reduction was insignificant and did not exceed 1.8 points. The decline has occurred in the region (-1,8), Kalmykia (-0,5), Tuva (-0,2), Ingushetia (-0,2), Karachay-Cherkessia (-0,05) and Dagestan (-0,005).

According to experts, at the moment, the situation on the labor market in Russia can be called stable. In particular, the growth of unemployment occurs, the rate remains unchanged at 4%, there was also an increase in wages. However, in the future, considering the unfavourable predictions in the field of unemployment, to expect the deterioration of the situation on the labour market.

By the end of 2022, likely to increase the number of regions where the value of the rating score will be reduced, experts conclude.

The estimate method is based on the aggregation of indicators that allow you to assess the condition of the sector in the region. The analyzed indicators of the level of wages, employment, working conditions, and the capacity of the labour market. The value of the rating score can range from 1 to 100.

The maximum value of the subject of the Russian Federation can only get in if he has the values of all the analyzed indicators are better than or equal to the upper (best) thresholds. The minimum possible value is a region in which the values of all analyzed indicators worse than or equal to the lower (worst) thresholds.

Source of information for the analysis are the data of Rosstat. To calculate the used eight indicators, grouped into four groups.

To assess the level of remuneration analyzed the ratio of the average monthly wage to the cost of a fixed set of consumer goods and services.

The group “Employment” includes the following indicators: the unemployment rate, the ratio of tension in the labor market (the ratio of the average number of unemployed to the annual average number of jobs), the share of unemployed job seekers for more than three months, for a total workforce.

The group of “working Conditions” indicators: the share of employment in jobs with harmful and (or) hazardous working conditions, the number of victims in the workplace with a disability for at least one day or more fatalities per 1 thousand workers.

The group “the Capacity of the labour market” includes: the total number of employed in the economy and workers required for vacancies, as well as the level of diversification of the labour market, which is calculated based on the average number of employees in the sectors of the economy. Regions with a high level of diversification was considered to be those which can not be traced to the dominance of a limited number of industries.
